Note from Jerzy Gorecki on July 15, 2008 - The General Government (precisely Generalgouvernement für die besetzten polnischen Gebiete) made of a part of Polish teritory occupied by Germans after 1939 that was not incorporated directly into Germany more - http://en.wikipedia.org/wiki/General_Government so it would be more appropriate to say Poland under German occupation rather than just Poland because the German administration authorized the emission.
