According to Sear Byzantine, the Constantinople issues of this type (SB 1938) are on c.30-33mm flans. Thessalonica issues (SB 1947) are on c.28mm flans which are smaller and thicker than their Constantinople counterparts. Flan-wise, this points to Constantinople. Stylistically, the compact reverse and overall design to me looks more like a product of Thessalonica, however, the images of the Thessalonica pieces available on-line show four legs on the throne.
